Exciting Modern Find, UPDATED
Doncaster Restraint Museum has one (or more) of these collars with a longer chain and attached, matching handcuffs. You can see it in use on their Facebook page, both with the handcuffs in front, and behind (!) the wearer.
These are Anhua style Chinese cuffs, based on the H & R Super Cuffs, but with a different lock and key. While the handcuffs have made their way to US shores for years, the corresponding leg irons and this collar have been elusive thus far.
These are quality, modern steel restraints with double lock mechanisms. (I would certainly hope so, considering the scenario.) They are used by some law enforcement bodies in China, but the collar/handcuffs combo has been criticized by human rights watchdog Amnesty International as being cruel and serving no legitimate law enforcement purpose. Neck collars have fallen out of use since the days of the Bean Prison Collar and such.
I have spent SEVERAL hours poking around the web, sending messages to Chinese police and military suppliers, trying to format searches the right way, scouring ali baba and other wholesalers, emailing eBay sellers, etc.
Two nights ago I found a German based web page selling many models of steel restraints to the adult/fetish market, and I was able to order one of these neck cuffs.
I will update this post or post again when it arrives and is securely locked around my neck.

The Chinese super collar arrived from Germany in two weeks. It came in a black zippered pouch. It's very comfortable, pretty heavy, and fits well.Here we see the Chinese Super Collar unlocked. There are 21 locking positions. The lock mechanism is a ratchet wheel with a double lock. It works smoothly but the level of precision in manufacturing isn't the same as, say, Clejuso restraints. I would compare the quality to Chicago Handcuff; not engineering, materials, and manufacturing perfection, but certainly above average and perfectly useable.
The collar has a mirror surface that polished up pretty nicely. The double lock is key operated by turning the key the other direction in the keyhole. The chain attachment is only about six inches, and an O ring would have been a nice touch.







Well, it's landed. Hopefully Customs isn't an issue and I get this soon.
