Towers modern variant?

This is clearly a Tower leg iron but the chain is a twist chain. One key included.

They sold for $89.88 after 22 bids. 

I have not found much info on these other than ancedotal suggestions that they are only single lock and that they are a small production run made more recently by someone who ended up with the towers design. I don't really know.
